Yes. Two routes exist. Most residents import under the personal quota (décret 23-358): the car must be less than 3 years old, petrol, hybrid or electric, 1,800 cc or less, and GCC specification, one car every 3 years. Algerians who have lived abroad 36+ months can instead use the CCR (Changement de Résidence) route, which allows a car less than 5 years old. Diesel passenger cars are banned from private import. The customs file is opened in Algeria once the car arrives at the port.
Algeria applies three taxes to imported cars: customs duty (DGD) at 15% for engines up to 1,800 cc or 30% for larger engines and electric vehicles, internal consumption tax (TIC) at 60% for 2,001 to 3,000 cc and 100% above 3,000 cc, and VAT (TVA) at 19%. A reduction of 50% on total taxes applies to petrol and hybrid cars up to 1,800 cc, and 80% on fully electric cars. For private petrol or hybrid cars the legal cap is 1,800 cc. Above that engine size the car cannot be cleared through customs for new private import under Loi de Finances 2026. Electric vehicles have no engine displacement limit. On vehicle age, the personal-quota route requires a car less than 3 years old (décret 23-358); only the CCR diaspora route allows up to 5 years.

Algerian citizens with at least 36 consecutive months of residence abroad may import one vehicle every 3 years with a customs exemption, paying only a reduced flat tax.
